			<content:encoded><![CDATA[<p>Following the launch of the series of Open Access journals <a href="http://www.springeropen.com/" target="_blank" >SpringerOpen</a>, the <a href="http://www.helmholtz.de/en/research/open_access/" title="Opens external link in new window" target="_blank" class="external-link-new-window" >Helmholtz Association</a> has signed an agreement for Open Access membership with Springer Science+Business Media. Under the agreement, the individual Helmholtz research centres will pay the article processing charges for papers published by their authors in SpringerOpen and BioMed Central journals.</p>
<p>A <a href="http://www.pressebox.de/pressemeldungen/springer-fachmedien-muenchen-gmbh/boxid/367704" title="Opens external link in new window" target="_blank" class="external-link-new-window" >press release</a> issued by the publishers quotes Dr Bernhard Mittermaier, head of the Central Library at Forschungszentrum Jülich, as saying: &quot;The agreement&nbsp; is part of our mission to establish long-lasting mechanisms securing reasonable publication charges for open access journals.&quot;</p>

On our Open Access Week web pages you will find a collection of ideas for activities as well as materials and templates. In addition, we have compiled a documentation of the activities that took place in Germany within the framework of Open Access Week 2009. As Google gets lots of requests of this kind, it would be great if as many people as possible could send an e-mail with the following text to <a href="javascript:linkTo_UnCryptMailto('nbjmup+qspqptbmtAhpphmf/dpn');" >proposals(at)google.com</a><span lang="EN-US">:</span> </p>
<p><span lang="EN-US">The week of October 18th 2010</span> is international Open Access Week, with events and activities taking place world-wide on university and research campuses. We believe that Open Access - researchers making their research articles available for free to all -&nbsp; is an exciting and important shift in the availability of research for scholars and the public. 			<content:encoded><![CDATA[<p><span lang="EN-US">The </span><a href="http://www.urheberrechtsbuendnis.de/index.html.en" target="_blank" ><span lang="EN-US">Coalition for Action &quot;Copyright for Education and Research&quot;</span></a><span lang="EN-US">&nbsp; </span>has proposed that German copyright law be amended to allow a general exception to copyright for scientific and education purposes. The proposed amendment to Section 45 of the German Copyright Act ( § 45 UrhG) could replace the exceptions to copyright for scientific and education purposes&nbsp; already laid down in the act. The Coalition plans to take the proposal to the other European states via the European Network for Copyright in Support of Education and Science (ENCES). </p>
