When it comes to Open Access (OA), libraries play an important role. As reliable partners in the literature and information supply at universities and research organisations, it is their task to procure both print and electronic media and to make them available to users. In many organisations they take on the lion's share of the task of implementing OA, for example by running university servers and repositories, helping scholars to start up OA journals or setting up a university press themselves.

However, in most cases their role is not confined to the practical implementation of OA. As a rule, library personnel are the ones who spread OA ideas within the institution. Prompted by the so-called serials crisis – spiralling journal prices and static or declining acquisition budgets – many libraries have initiated discussions in their universities about the necessity to cancel journal subscriptions and find possible alternatives. Hence, they have a very important role to play when it comes to incorporating the OA perspective into the overall literature and information supply concept at universities and research organisations.
