Projekt DEAL and Springer Nature agree on framework for Open Access transformation agreement

Projekt DEAL and Springer Nature signed a Memorandum of Understanding in Berlin on Thursday, 22 August 2019. The Memorandum outlines the current state of negotiations and the most important points for a contract.
The memorandum provides all eligible institutions with permanent access to the current issues during the contract period for all Springer's approximately 1,900 magazines. In addition, there is a consensus on free access to the backfiles of the journals until 1997.

The special element of the Springer-DEAL agreement is the Publish & Read Fee (PAR fee) of 2,750 € per article. This fee covers both reading access to the entire portfolio of subscription journals and Open Access publication in these journals, for which an author-oriented publication fee was previously charged. The institutions will therefore pay a fee for reading and OA publishing by their members.
For publications in Springer Nature's Gold Open Access journals, the publication fee will still be due. Springer grants participating institutions a discount of 20% on the list prices with an annual price increase of a maximum of 3.5% on these fees. Springer grants a discount of 75% for the purchase of journals in print.

A final contract is to follow in the fall of 2019 and initially apply for three years from 2020.
